摘  要:连云港作为国家七大石化基地之一,其碳达峰行动对于整个石化产业减排及其他重工业城市低碳转型意义重大。以典型的石化发展城市连云港为例,对其产业结构及能源结构现状、城市实现“双碳”目标的可行性、生态环境保护协同推动实现“双碳”目标的路径措施进行了分析。经分析认为,连云港市具有丰富的自然资源及废气回收利用新途径等基础条件,在实现“双碳”目标的过程中有较大的优势,运用清洁生产、环境影响评价、排污许可制度等生态环境手段协同推动实现“双碳”目标,为实现“双碳”目标提供理论及制度保障。Lianyungang is one of the seven major petrochemical bases in China,so the carbon peak action of it is of great significance for the emission reduction of the whole petrochemical industry and the low-carbon transformation of other heavy industrial cities.Taking Lianyungang,a typical petrochemical development city,as an example,this paper analyzed the current situation of its industrial structure and energy structure,the feasibility of the city to achieve the"double carbon"goal,and the path and measures of ecological and environmental protection to promote the realization of the"double carbon"goal.The analysis shows that Lianyungang has great advantages in realizing the"double carbon"goal with its rich natural resources,new ways of waste gas recycling and other basic conditions.Using eco-environmental means such as cleaner production,environmental impact assessment and pollutant discharge permit system to jointly promote the realization of the goal of"double carbon",so as to provide theoretical and institutional guarantee for the realization of the goal of"double carbon".
