摘　　要：进入新时代以来,我国经济社会的主要矛盾、比较优势和外部环境都发生了巨大变化,社会经济发展不能还走专注数量和速度的老路。必须立足新阶段,走高质量发展的新道路;要把新发展理念贯彻到高质量发展的全过程。高质量发展的内涵十分丰富,包括创新、协调、绿色、开放、共享这五个维度。高质量发展具有五大本质特征:科技创新成为第一动力,协调成为内生特点,绿色成为普遍形态,开放成为必由之路,共享成为根本目的。基于新发展理念,推动高质量发展要从构建和完善机制入手,转换驱动机制,把科技创新作为第一动力;再创协同机制,处理好发展过程中的重大关系;建立倒逼机制,促进生产生活方式绿色转型;扩大开放机制,实行更高水平的对外开放;完善包容机制,促进共同富裕。Since entry into the new era,great changes have taken place in the main contradiction in our society,comparative competitive edges and external environment.Gone are those days when quantity and speed were prioritized.Instead,China is expected to pursue high-quality development in accordance with its concrete national realities.New development philosophy is urged to be put into practice in the course of high-quality development.In essence,high-quality development is innovative,coordinated,green,open,and inclusive.Specifically,technological innovation grows to be the primary driving force;coordination is an inherent must;green development is a popular practice;being opening up is indispensable to seek development;and to share benefits serves as the fundamental purpose.To facilitate high-quality development,we must,above all,make our institutions sound and reform our growth mechanism by treating technological innovation as the primary engine.Coordination mechanism must be in place to address significant relationships in the midst of development.The market should serve as a check to uphold a green mode of production and living.In addition,we must further open up in a quality manner,and perfect the inclusion mechanism to promote common prosperity.
