摘 要:农村教师培训政策是地方组织农村师资培训的指导性依据。基于农村教师培训要素和政策工具构建二维分析框架,通过对农村教师培训政策文本的量化分析发现:农村中小学教师培训政策以刚性约束的命令工具为主导;政策工具忽视了短期目标的达成;农村中小学教师培训要素维度中政策工具配置存在差异性。基于此,可从增强农村中小学教师政策工具的匹配性,优化农村中小学培训政策中政策工具的结构,适当加强农村中小学教师培训要素政策工具的供给等三方面着手,以实现农村中小学培训政策目标效果的最大化,最终实现中小学教师培训的提质增效。Rural teacher training policy is a guiding document for local organizations to train rural teachers.This study is based on the elements of rural teacher training and policy tools,to conduct a two-dimensional analysis framework.Through the quantitative analysis of the rural teacher training policy,the study found that:the policy is dominated by rigid constraint commands;the policy tools don’t pay much attention to the achievement of short-term goals;there are some differences in the allocation of policy tool in the dimension of rural primary and middle school teachers’training elements.Based on the findings,this study suggests to enhance the effectiveness of policy tool for rural primary and middle school teachers’training by strengthening the supply of policy tool for content generation and funding guarantee elements in rural primary and middle school teacher training policies,optimizing the structure of policy tool in rural primary and middle school teachers’training policy to maximize its effectiveness,and finally realizing the improvement of quality and efficiency of primary and middle school teacher training.
