经济欠发达地区机构养老服务资源配置研究——基于广西南宁的问卷调查

摘　　要：随着人口老龄化程度的加深,机构养老服务需求大增。文章以广西南宁市为调研案例,通过构建多值Logistic模型,分析各类养老机构入住老年人的条件特征分布,归纳各类养老机构提供的照护服务及价格水平差异特征,揭示各类机构存在资源配置状况高低不平的原因。研究发现,从老年人的失能程度来看,小型民办养老机构收住的失能老年人最多,其次是公建民营养老机构,第三是公办养老机构。从老年人的经济条件看,小型民办养老机构收住的老年人经济水平最差,其次是公办养老机构,第三是公建民营养老机构。通过进一步对机构进行剖析,发现公办养老机构服务资源配置水平较高且收费低廉,公建民营机构硬件条件最好,但收费最高,小型民办养老机构服务资源配置最差,但收费最低。文章的结论是:各类养老机构服务资源配置不均衡,导致老年人在选择机构时表现出“偏好”,机构养老服务供给与老年人需求错位,建议公立养老机构发展起引领作用,和公建民营养老机构一道优先承担老年人的基本养老服务需求职责,强化其公益性和福利性属性,同时,大力扶持小型民办养老机构发展,提高养老机构供给水平。With the deepening of the population ageing level,the demand for institutional care services for the elderly has increased significantly.Based on a case study of Nanning,Guangxi,this paper constructed a multi-valued Logistic model to analyze the distribution of conditional characteristics of the elderly living in various types of old-age care institutions,and concluded the characteristics of the differences in the provision of care services and price levels among various types of old-age care institutions,to reveal the reasons for the uneven resource allocation of various institutions.The study found that,in terms of the disability level of the elderly,the number of disabled elderly people in small private pension institutions was the most,followed by public-funded private pension institutions,and the third was public-funded pension institutions.In terms of the economic conditions of the elderly,the economic level of the elderly in small private pension institutions is the worst,followed by public pension institutions,and the third is public-funded private pension institutions.Through further analysis of institutions,it is found that Public-run old-age institutions have a high level of service resource allocation and low fees,public-run private institutions have the best hardware conditions,but the highest fees,and small-scale private-run old-age institutions have the worst service resource allocation,but the fees are the lowest.The conclusion of this paper is that the unbalanced allocation of service resources in various old-age institutions leads to the“Preference” of the elderly in choosing institutions,and the mismatch between the supply of institutional care services and the demand of the elderly.It is suggested that the development of public old-age institutions should play a leading role,we will give priority to the basic service needs of the elderly and strengthen their commonweal and welfare attributes.At the same time,we will vigorously support the development of small private elderly care instituti
