摘　　要：目的为医疗机构科学管理麻醉药品和精神药品(简称麻精药品)提供参考。方法依据《处方管理办法》等相关法律法规及《2020江苏省医疗机构药事管理督查评分表》,制订相关督查评价表,采用查阅资料、现场核查及随机抽查处方和病例等方式,对6家综合医院麻精药品的使用管理进行调研。结果各医疗机构麻精药品的使用管理总体达标情况良好,但均存在麻精药品专册登记采用人工操作,未采用电子信息化管理的问题;多数医疗机构存在监控视频保存期未达180 d即删除,麻醉药品处方开具超量,患者未用完又再次开具,以及用法用量不符合规定等问题。建议医疗机构进行麻精药品管理时,其用法用量应对照药品说明书、相关处方管理规定及临床指导原则,保留详细的病历资料,并对患者的用药品种、规格和数量等进行电子化专册登记。结论医疗机构对麻精药品的管理需精细化、规范化和信息化,确保其安全使用。Objective To provide a reference for the scientific management of narcotics and psychotropic substances(NPS)in medical institutions.Methods According to the Management of Prescriptions and other relevant laws and regulations,and the Jiangsu Provincial Medical Institutions Pharmaceutical Administration Supervision and Evaluation Table(2020),the relevant supervision and evaluation form was formulated,and the use and management of NPS in six general hospitals were surveyed through data access,on-site verification and random sampling of prescriptions and cases.Results The use and management of NPS in these medical institutions were generally in a good condition and up to standard,but there were still some problems,such as manual operation rather than electronic information management used in the special register of NPS.Most medical institutions had some problems,such as deleting the surveillance video before the storage period of 180 d,prescribing too many NPS,prescribing again before the patient run out of NPS,and the usage and dosage did not meet the regulations.In the management of NPS,it is suggested that the medical institutions should keep the usage and dosage of NPS in accordance with drug instructions,relevant prescription management regulations and clinical guiding principles,keep detailed medical records,and electronically register the varieties,specifications and quantities of NPS used by patients.Conclusion The management of NPS in class Ⅱ and Ⅲ medical institutions should be refined,standardized and informatization to ensure the safe use of NPS.
