摘　　要：为实现化工企业应急管理的规范化、科学化,推进国家“一案三制”应急管理体系在基层企业的建设实践,基于对化工企业在预防、准备、响应、恢复应急管理四阶段应急需求分析的基础上,提出化工企业应急管理体系建设基本思路——“六位一体”的应急管理模式,探讨了应急组织体系、制度体系、应急预案体系、救援保障体系、科技支撑体系和应急联动机制建设任务的具体落实与实现路径,可为基层企业应急管理体系建设和应急管理实践提供参考。In order to realize standardized and scientific emergency management of chemical enterprises,promote the construction practice of the"one-plan-three-system"emergency management system in grass-roots enterprises,based on the emergency needs analysis for chemical enterprises in the prevention,preparation,response and recovery stages,the construction idea of emergency management system for chemical enterprises is put forward,and the specific implementation and realization path to construct the emergency organization system,institutional system,emergency plan system,rescue guarantee system,science and technology support system and emergency linkage mechanism is discussed.It can provide reference for the emergency management system construction and emergency management practice for grassroots enterprises.
