摘　　要：《化妆品监督管理条例》及其配套文件对化妆品原料管理制度进行了改革创新,加强和细化了化妆品原料的管理要求。围绕化妆品新原料审批制度、化妆品原料名单和禁限用物质3个原料管理的主要特点,回顾了化妆品原料监管的发展历程。化妆品原料的科学监管,可促进化妆品产品的研发和创新,引导行业高质量发展。Cosmetic supervision and administration regulation and its supporting documents have reformed and innovated the management system of cosmetic ingredients,strengthened and refined the management requirements.This article reviews the development of cosmetic ingredient supervision by focusing on three main characteristics of cosmetic ingredients management:approval system of new cosmetic raw materials,the list of cosmetic ingredients,prohibited and restricted substances.The scientific supervision of cosmetic ingredients can promote the R&D and innovation of cosmetic products,and guide the high-quality development of the industry.
