摘　　要：构建面向全球高标准FTA(1)网络是20世纪90年代以来国际竞争的重要领域。通过运用演绎推理、历史分析和比较分析的方法,在对其内涵进行探讨的基础上,从政治、经济、历史和国家战略等角度对日本构建面向全球高标准FTA网络的历程、特点和动因进行全面深入地研究,可以发现,以亚洲为中心,特别是以东亚为重心,实施“一洋战略”到“两洋战略”是其空间发展特点;由小型双边FTA向双边和多边巨型FTA转变是其规模特点;先易后难,以EPA为主采取多种FTA形式,提高FTA网络质量和日趋高标准化是其目标特点。而保障国内经济稳定发展,获取更多的“经济利益”是其初衷;进一步拓展“传统收益”,更要获取更多更大的“非传统收益”是其目标重心;聚焦于国际经贸规则重构主导权的争夺是其最高目标。日本构建面向全球高标准FTA网络比较成功的经验,值得中国借鉴。Building a facing global and high standard FTA network is an important field of international competition since the 1990 s.By the methods of deductive reasoning,historical analysis and comparative analysis,and based on the discussion of its connotation,this paper makes a comprehensive and in-depth study on the process,characteristics and motivation of Japan’s buiding the facing global and high standard FTA network from the perspectives of politics,economy,history and national strategy.It is found that Asia is the center,especially East Asia;From "one-ocean strategy" to "two-ocean strategy";From small bilateral FTA to bilateral and multilateral Mega-FTA;First easy then difficult.EPA as the main form of FTA.Improving the quality of FTA network and increasingly high standardization are its distinctive characteristics.And ensuring the stable development of domestic economy and obtaining more "economic benefits",Furtherly expanding "traditional benefits" and obtain more and greater "non-traditional benefits",Focusing on the dominant power of the reconstructing of international economic and trade rules are the Japan’s main motivation.Japan’s relatively successful experience is worth learning for China.
