摘　　要：日本海外基础设施投资战略经历了从分散推进到系统推进的发展过程,呈现出官民协同、全政府参与、重点布局东南亚和南亚、力争长期控制项目等特点。日本力推海外基础设施投资旨在维护和提升对生产、安全和金融等地区结构的影响力,包括从“链”与“网”两个维度主导地区产业链重构,在海上航道安全和经济安全两个领域打造新的地区安全合作机制,从制度体系和市场运作两个层面强化对地区发展融资事务的主导权。在实际运作中,日本过于强调自身利益而忽视了东道国的诉求和发展水平,过于强调政府的战略规划而忽视了市场主体的诉求和现有地区结构的稳定性,由此导致海外基础设施投资战略对地区结构的塑造效果面临较大的不确定性。我国应吸取日本的经验教训,从生产、安全和金融等方面拓展基础设施互联互通的合作空间。Japan’s overseas infrastructure investment strategy has undergone a process from decentralized to systematic promotion,showing the characteristics of government-private coordination,whole-government involvement,focusing on Southeast Asia and South Asia,and striving for long-term control of projects.Japan’s push for overseas infrastructure investment aims to maintain and enhance its influence on regional structures such as production,security,and finance,including leading the reconstruction of regional industrial chains from the two dimensions of "chain" and "network",and creating a new regional security cooperation mechanism in the areas of sea lane security and economic security,and strengthening the dominance of regional development finance from the two levels of institutional system and market operation.However,in the process,Japan overemphasized its own interests while ignoring the demands and development level of the host country,and overemphasized the government’s strategic planning while ignoring the interests demands of market players and the stability of the regional structure.The effect of Japan’s overseas infrastructure investment strategy on shaping the regional structure faces greater uncertainty.China should learn from Japan’s experience and lessons,and expand the cooperation space for infrastructure interconnection in terms of production,security and finance.
