摘　　要：日本与非洲国家都将海洋视为经济社会发展的重要战略空间,均有发展蓝色经济的强烈意愿,且双方合作体现了资源的优势互补。在此背景下,蓝色经济逐步成为双方合作的重要领域和促进日非关系发展的重要动力。在日本政府的推动下,日非在蓝色经济领域的合作初见成效,逐渐形成了以涉海基础设施建设为优先方向、以海洋渔业合作为重点领域、以海洋能源开发等新领域为拓展空间的合作格局。但是,由于各种现实因素的制约,日非蓝色经济合作也面临着功能合作为主、机制建设欠缺,特别是新冠肺炎疫情影响下日企投资动力不足等问题。中日在非洲港口建设等领域存在竞争关系,但在海洋生态保护等方面有一定的合作空间。Both Japan and Africa regard the ocean as a sphere of strategic significance for economic and social development,with the two sides sharing a strong desire to develop blue economy with a measured resource complementarity in their cooperation.It is against this backdrop that blue economy has constituted a key area of collaboration between Japan and Africa and an important driving force for the development of their bilateral relations.At the prodding of Japan,Japan-Africa blue economy cooperation has borne its initial fruit in the form of a cooperation paradigm that prioritizes maritime-related infrastructure construction,revolves round maritime fishery and charges into such new areas as marine energy exploitation and development.That said,Japan-Africa blue economy cooperation is also under many actual restraints,such as the fact that the cooperation is primarily on the functional level and the mechanism is in need of further improvement,and especially Japan’s declining willingness to invest in Africa due to the shock of the pandemic.While China and Japan are competitors on such blue economy fronts as harbor construction in Africa,there are areas for potential cooperation between the two countries such as maritime ecosystem conservation.
