知识产权保护与企业新产品出口强度——以市级专利代办处的设立为例

摘　　要：基于2000—2006年中国制造业企业出口数据,本文将市级层面专利代办处的设立作为准自然实验,采用多时点双重差分方法,从产品生命周期的视角考察了知识产权保护对企业新产品出口的影响及特点。实证结果表明:专利代办处的设立缩短了专利审批时间,增强了知识产权保护,显著提高了企业的新产品出口强度,提升了新产品在企业出口中的地位。进一步的机制研究分析发现,知识产权保护主要通过促进企业创新提高了新产品出口强度。同时,知识产权保护的影响具有一定的异质性,更能促进非国有企业和高生产率企业的新产品出口强度。本文的研究对于探讨知识产权保护对企业微观行为的影响具有重要意义。Based on the export data of Chinese manufacturing firms from 2000 to 2006,this paper takes the establishment of municipal patent agency as a quasi-natural experiment,and studies property protection on the export of new products from the perspective of product life cycle using the multi-time point difference in difference method. The empirical results show that the establishment of the patent agency shortens the patent approval time and enhances the protection of intellectual property rights,which significantly improves the export intensity and status of new products in the export of firms. Its positive effects are more pronounced in non-stateowned and high-productivity firms. Additionally,the results of the impact mechanism reflect that intellectual property protection increases the export intensity of new products by promoting firm innovation. The research conclusions of this paper have important reference value for exploring the influence of intellectual property protection on the firm micro-behavior.
