雄保氢燃料电池汽车产业协同发展研究——基于SWOT框架的分析

摘　　要：基于SWOT分析框架对雄安新区与保定市协同发展氢燃料电池汽车产业优势与劣势、机会与威胁进行分析,发现雄保协同发展氢燃料电池汽车产业能够发挥交通、资源以及产业优势,存在加氢站匮乏、专业人才不足等劣势,有政策与市场带来的机会,亦面临缺乏产业协同发展区域规划与区域间协调联动机制不完善带来的威胁。综合四个方面的分析,提出加强雄保绿色应用场景建设、制定并实施产业协同发展区域规划、建立产业发展协调组织机构、完善产业链体系,加强区域合作、加强产学研协作、构建长期稳定的资金保障机制等建议。Based on the SWOT analysis framework, the advantages and disadvantages, opportunities and threats of the coordinated development of the hydrogen fuel cell vehicle industry in Xiongan New Area and Baoding are analyzed. Due to the disadvantages of lack of stations and lack of professional talents, there are opportunities brought by policies and markets, and it is also faced with the threat of lack of regional planning for industrial coordinated development and imperfect coordination and linkage mechanism between regions.Based on the analysis of the four aspects, it is proposed to strengthen the construction of green application scenarios of Xiongan-Baoding,formulate and implement regional plans for industrial coordinated development, establish industrial development coordination organizations,improve the industrial chain system, strengthen regional cooperation, strengthen industry-university-research cooperation, build long-term stable, and funding guarantee mechanisms, etc.
