摘 要:在地国际化作为高等教育国际化领域一股强大的力量,其战略地位在后疫情时代得到了进一步重申。为破解高等教育国际化所面临的重重危机,印度依托《国家教育政策2020》和《高等教育国际化准则》,从宏观层面形成了理念、政策、质量和技术“四位一体”的在地国际化战略支持体系。但印度高等教育在地国际化战略的推行从根本上受到高等教育质量普遍偏低、高等教育经费投入不足、教育体制惰性严重以及缺乏国际吸引力等因素的制约。通过吸收、借鉴印度高等教育在地国际化的教训与经验,我国要在新国际局势下提升高等教育国际竞争力,也需从宏观战略、人才阵地、课程体系以及保障机制等层面进一步加强在地国际化理念的推行与实施。As a powerful force in the field of the internationalization of higher education,the strategic position of internationalization at home has been further reaffirmed in the post-epidemic era.In order to solve the crises faced by the internationalization of higher education,India has formed its“four-sphere integrated”supporting system for its internationalization strategy at home which is composed of ideas,policies,quality,and technology on the macro level by issuing the“National Education Policy 2020”and the“Guidelines for Internationalization of Higher Education”.However,the implementation of the internationalization at home strategy for higher education in India is fundamentally restricted by such factors as generally low quality of higher education,insufficient funding,serious inertia in the education system,and lack of international appeal.By drawing on India’s lessons and experience in higher education internationalization at home,China also needs to strengthen the implementation of the idea of internationalization at home in the aspects of macro strategy,personnel training,curriculum system,and guarantee mechanism,in order to enhance the international competitiveness of higher education in the new international situation.
