利益相关者视角下湖南省三级医院法治建设现状研究

摘　　要：目的:基于管理人员、医务人员、法治工作人员、行政管理人员等利益相关者的视角,了解湖南省三级医院法治建设现状。方法:通过问卷调查,向湖南省三级医院党政负责人、行政管理人员、医务人员与法治工作人员共4万余人放发问卷,对问卷结果进行统计分析。结果:湖南省三级医院法治建设效果较好。结论:湖南省三级医院法治建设在完善医院法治建设领导保障机制、提升医院全体员工的法治意识、全面建立医院法律顾问制度、强化考核评估4个方面取得较好效果;在建立健全医院法治工作机构上还需进一步完善。Objective:Based on the perspectives of stakeholders such as managers,medical staff,rule of law staff,and administrative staff,to understand the status of hospital legal construction in tertiary hospitals in Hu’nan Province.Methods:Questionnaire survey method was used.Questionnaires were distributed to more than 40,000 persons in charge of the party and government,administrative staff,medical staff and legal staff in tertiary hospitals in Hunan Province,and the results of the questionnaires were statistically analyzed.Results:The hospital legal construction in the tertiary hospitals in Hu’nan Province has a remarkable effect.Conclusion:The construction of the rule of law in tertiary hospitals in Hu’nan Province has achieved remarkable results in four aspects:improving the leadership guarantee mechanism for the construction of the rule of law in the hospital,enhancing the legal awareness of all hospital staff,comprehensively establishing the hospital legal counsel system,and strengthening the assessment and evaluation.But in the establishment and improvement of the hospital’s legal work organization,further improvement is needed.
