摘　　要：以重庆煤炭产运销现状为基础,综合考虑全国煤炭调运格局变化、交通运输供给侧结构性改革政策、三峡过闸货运能力等影响因素,研判未来重庆铁路、公路、水运煤炭调入量;通过比较重庆潜在煤源地铁路煤炭运到价,合理预测未来北煤入渝铁路运量及流向;系统梳理北煤入渝铁路运输通道现状及存在问题,针对现状通道“卡点”、瓶颈路段,结合通道路网规划及相关线路推进情况、北煤入渝铁路煤炭流量流向,按照“问题导向、需求导向”的基本原则,提出通道相关线路点、线扩能改造方案及合理实施建议,有效提升通道货运能力供给,为重庆市拓展煤炭供应渠道、保障全市能源安全提供重要支撑。Given the current situation of the production,transport,and marketing of the coal industry in Chongqing,this paper estimated the future scale of coal transport through railways,highways,and waterways in Chongqing by comprehensively considering influencing factors such as the changes in the national transport pattern of coal,the structural reform policies on the supply side of transport,and the lockage freight capacity of the Three Gorges Project.Through the comparison of the delivery prices of coal from potential coal sources of Chongqing by railways,this paper reasonably forecasted the volume and flow directions of the coal transported from north China to Chongqing by railways and systematically reviewed the current situation and existing problems of the railway transport corridors from north China to Chongqing.Furthermore,this paper put forward the capacity expansion and transformation scheme for the relevant points and lines of the railway corridors and reasonable implementation suggestions in accordance with the basic“problem-oriented and demand-oriented”principle.These suggestions are for the“stuck points”and bottleneck sections of the current corridors,which consider the road network planning and the promotion of related lines of the corridors,as well as the flow directions of the coal transported from north China to Chongqing by railways.They can effectively improve the freight supply capacity of the corridors and provide important support for Chongqing to expand coal supply channels and ensure its energy security.
