海绵城市视域下水资源与社会经济发展协同评价

摘　　要：区域水资源问题制约着社会经济的发展,海绵城市的概念将水资源和社会经济发展相联系,在海绵城市视域下分析两者之间的协同状态具有重要意义。运用协同理论,构建全国29个主要城市(不包括拉萨、乌鲁木齐)2015—2019年的水资源与社会经济系统协同度评价模型,分析二者协同发展的现状及存在的问题,并依据海绵城市建设思想提出针对性建议。结果发现,近些年全国主要城市水资源与社会经济系统之间的协同度整体不高,杭州、长沙、重庆等处于中度协同状态,北京、天津、上海等处于轻度协同状态,海口、兰州、西宁等轻度不协同。水资源子系统有序度的稳定程度是影响水资源与社会经济系统协同程度的主要因素,提升水资源开发利用率是协同度增长的关键。The problem of regional water resources restricts the development of social economy.The concept of sponge city links water resources with social and economic development.It is of great significance to analyze the synergy between water resources and social and economic development from the perspective of sponge city.Based on the synergy theory,the evaluation model of the synergy degree between water resources and social economic system of 29 major cities in China(except Lhasa and Urumqi) from 2015 to 2019 was established to analyze the current situation and existing problems of the synergy development of water resources and social economic system,and put forward specific suggestions based on the sponge city construction idea.The results show that:in recent years,the overall degree of coordination between water resources and socio-economic system in major cities of China is not high,Hangzhou,Changsha and Chongqing are in moderate coordination,Beijing,Tianjin and Shanghai are in mild coordination,and Haikou,Lanzhou and Xining are mildly uncoordinated.The stability of the order degree of water resources subsystem is the main factor affecting the degree of coordination between water resources and social economic system,and improving the utilization rate of water resources is the key to the growth of coordination degree.
