摘　　要：文章从数字化视角出发,以中小型公共图书馆的新馆建设为背景,从政策效应、财政投入和文旅地标三个方面阐述了中小型公共图书馆从数字鸿沟到数字机遇的转化,并结合益阳市图书馆新馆的实际情况,以数字资源、数字阅读终端、数字化服务和数字化管理作为四个关键点,分两个层次构建了中小型公共图书馆数字化建设模式,以期为中小型公共图书馆数字化建设与创新服务提供借鉴和参考。From the perspective of digitalization,this paper expounds the transformation of small and medium-sized public libraries from the digital divide to digital opportunities from three aspects:policy effect,financial investment and cultural and tourism landmarks,with the construction of new libraries of small and medium-sized public libraries as the background.Combining the actual situation of the new library in Yiyang City,it takes digital resources,digital reading terminals,digital services and digital management as four key points,and builds a digital construction model for small and medium-sized public libraries in two levels,with a view to providing reference for digital construction and innovative services of small and medium-sized public libraries.
