互联网背景下中国影视产业的集群治理创新——以集群“知识守门者”为中心的考察

摘　　要：随着互联网技术的发展,我国影视产业集群的形态出现变化,但对集群治理模式的创新仍显薄弱,已经阻碍了集群的成长。聚焦技术条件下集群成长的内在机制、治理主体与治理行为,发现我国影视产业集群成长的阻碍因素,主要是既有治理模式并不适配互联网技术参与下行业边界加速消弭的现实,体制机制约束下治理主体难以发挥“知识守门者”的作用从全球创新网络中持续转移“本地蜂鸣”所需的资源。因此,打开影视产业集群成长的有形边界进行资源聚合,吸收互联网平台以技术赋能创新、建立创新激励机制的经验,支持鼓励集群治理主体依托数字服务平台进行线上与线下相结合的治理行为,是我国影视产业集群治理创新的重要方向。With the development of Internet technology,the form of China’s film and television industry clusters has changed,but the innovation of the governance model of clusters is still weak,which has hindered the growth of clusters.This paper focuses on the internal mechanism,governance subjects and governance behaviors of cluster growth under technical conditions,and finds that the obstacles to the growth of China’s film and television industry clusters are mainly the existing governance model and the reality of accelerating the elimination of industry boundaries in the context of Internet,and it is difficult for governance subjects to play the role of“knowledge gatekeepers”with the constraints of institutional mechanisms-continuously transferring the resources required for“local buzzing”from the global innovation network.Therefore,opening the tangible boundaries of the growth of the film and television industry cluster for resource aggregation,absorbing the experience of the Internet platform in empowering innovation with technology and establishing an innovation incentive mechanism,and supporting and encouraging cluster governance entities to rely on digital service platforms to carry out online and offline governance behaviors,are all important directions for the governance innovation of China’s film and television industry clusters.
