摘　　要：“放管服”改革涉及领域广、影响范围大,具有“牵一发而动全身”的撬动作用。文章从政府自身、主客体关系和外部驱动三个维度逐步深化“放管服”改革的适用范畴,并基于四重逻辑关系构建了深化“放管服”改革运行框架,凸显秉持开放创新、注重原则特色相统一、把握新发展格局重点等新特征。通过深化“放管服”改革,着力激发适应高质量发展的新动能,主要包括:深化简政放权维护公平竞争秩序,构建多层监管维护市场主体权益,加快规则对接促进高水平开放,将优化服务贯穿于市场化法治化国际化营商环境。The reform of“streamline administration,delegate powers,improve regulation,and strengthen services”involves a wide range of areas and has a large scope of influence.In this paper,we deepen the scope of application of the reform from three dimensions:the government itself,the relationship between the subject and the object,and the external drives.In addition,based on the four-fold logical relationship,we construct a framework for deepening the reforms.With new features of upholding openness and innovation,unifing principles and characteristics,and grasping the new development paradigm.The deepening of the“streamline administration,delegate powers,improve regulation,and strengthen services”reform aims to stimulating new growth drives to adapt to high-quality development,including streamline administration and delegate powers to maintain a fair competitive order,build multi-layer supervision to protect the rights and interests of market entities,accelerate the docking of rules to promote a high level of openness,optimize services throughout the market and business environment.
