摘　　要：共同富裕是社会主义的本质要求,健全的社会保障体系是实现共同富裕的重要制度性保障。探讨共同富裕视角下的社会保障体系改革的内在机理、存在问题及实践路径具有重要意义。研究表明,健全的社会保障体系整体合力推动共同富裕,有助于提升共同富裕的张力。具体而言,社会保险、社会救助、社会福利和补充保障对共同富裕的实现分别发挥支撑性、兜底性、提升性及促进性作用。同时,共同富裕的社会保障体系发展仍存在多层次发展不充分、制度统筹层次不高、社会救助体系不完善,以及社会福利与补充保障发展滞后等问题。基于此,共同富裕的社会保障体系改革应以提升社会保险统筹层次、完善兜底性社会救助制度、补齐社会福利制度短板及发展补充性保障项目等为重点路径。Common prosperity is the essential requirement of socialism,and a sound social security system is an important institutional guarantee for achieving common prosperity.This paper attempts to explore the internal mechanism,adjustment problem and implementation path of social security system reform from the perspective of common prosperity.The research shows that a sound social security system forms an overall force to promote common prosperity and helps to enhance the tension of common prosperity.Specifically,social insurance,social assistance,social welfare and supplementary security respectively play supporting,"last safeguard",enhancing and promoting roles in the realization of common prosperity.At the same time,the development of the social security system for common prosperity still has some problems,such as insufficient multi-level development,low coordination level of system,imperfect social assistance system,and lagging development of social welfare and supplementary security.Based on this,the reform path of the social security system for common prosperity should focus on raise the coordination level of social insurance,improving the social assistance system,making up the shortcomings of the social welfare system and developing supplementary security projects.
