摘 要:新型储能是实现碳达峰、碳中和目标的关键技术,是构建以新能源为主体的新型电力系统的重要支撑。本文梳理总结了国内外新型储能相关价格机制、市场机制和补偿机制,基于峰谷价差模式、两部制电价模式、辅助服务补偿与市场模式,针对新型储能的经济性和价格机制进行分析。首先,测算分析峰谷价差模式,不同造价水平新型储能的峰谷价差需求,当新型储能单位造价水平为1500元/千瓦时,峰谷价差需求约为0.55-0.6元/千瓦时;然后,提出基于新型储能的竞争性两部制电价机制,即竞争性电量电价与竞争性容量电价相结合的方式。在新型储能竞争性优选配置阶段,开展多投资主体的容量电价竞配,容量电费可由新能源企业分摊一定比例,不足部分纳入输配电价进行回收,并探索性地研究了通过输配电价回收电网替代性储能成本的合理性与可行性。其次,针对新型储能参与辅助服务进行测算分析发现,在我国现行辅助服务标准和市场机制下,大部分省区提供调频服务更能发挥新型储能的技术经济优势,单独提供调峰服务难以满足项目投资收益率要求。最后,基于新型储能经济性及价格机制分析,对我国新型储能价格机制提出相关建议。New energy storage is a key technology to achieve the goal of carbon peaking and carbon neutrality, and it is an important support for the construction of a new power system with new energy as the main body. This paper summarizes the price mechanism, market mechanism and compensation mechanism of new energy storage. Based on different business model(Peak-valley model, Two-part electricity price model, ancillary service compensation and market model), the economics and price mechanism of new energy storage are analyzed and researched. The demand of peak-valley spreads under different cost levels is calculated and analyzed. When the new energy storage unit cost level is 1500 yuan/k Wh, the demand for peak-valley spreads is about 0.55 yuan/k Wh-0.6 yuan/k Wh. Innovatively proposed a two-part electricity price mechanism based on new energy storage, combined the competitive electricity price and the competitive capacity electricity price. The competitive optimization configuration of capacity electricity price with multiple investment entities is carried out. The capacity electricity fee can be shared by wind power and solar enterprises in a certain proportion, and the insufficient part is included in the transmission and distribution price. The rationality and feasibility of recovering the cost of grid-side energy storage through transmission price is studied.Finally, based on the analysis of the new energy storage economy and price mechanism, suggestions for the new energy storage price mechanism are put forward.
