浅谈油气长输管道工程委托代建制“建管融合”模式

摘　　要：基于各种委托代建制项目管理模式自施行多年来出现的一系列问题,国家管网集团推行了项目生命周期中“建管融合”的委托代建制管理模式,实现了工程建设管理和运行管理的无缝衔接。通过研究当前油气长输管道工程建设的“建管融合”模式,分析了“建管融合”模式下业主的前期优势、运行需求融入施工过程中和对隐患的提前排查治理等优点,以及因启动时限、人员配置、项目工期等引起的缺点,从项目建设、人员配备及发展机制等角度提出建议措施。Based on a series of problems arising from the entrustment agent construction system over the years,Pipeline China Corporation has implemented “construction-management integration”mode of the entrustment agent construction system,realizing the seamless connection between project construction management and operation management.By studying the current “construction and management integration mode”of long-distance oil and gas pipeline engineering construction,this paper analyzes the advantages of the owner in the early stage,the integration of operation requirements into the construction process and the investigation and treatment of hidden dangers in advance,as well as the disadvantages caused by the start-up time,staffing and project duration,and puts forward suggestions and measures from the perspective of project construction,staffing and development mechanism.
