摘  要:干部借调是我国科层体制运行中广泛存在的非正式干部流动现象,虽屡遭诟病却依旧保持顽强生命力。从关系合约视角出发,对G省发改委干部借调的研究发现:干部借调本质上是编制刚性约束下,上下级基于长期情感联系而缔结的关系合约。基于关系合约的干部借调从三个方面提升了科层治理的有效性:突破编制刚性约束,再调配干部资源;降低委托—代理成本,减少交易费用;再构激励机制,消解科层惰性。从关系合约视角审视干部借调现象,有助于全面认识大国治理中合法性与有效性之间的张力,深刻理解科层体制在面对超负荷治理压力时所表现出的超强适应性,以及干部借调在我国科层治理中的积极作用。The cadre secondment is a kind of informal cadre mobility,widely existing in the operation of China’s bureaucratic system.Although it has been criticized repeatedly,but still maintain resilient.From the perspective of relational contract,this research on the cadre secondment of the Development and Reform Commission of G province shows that the cadre secondment is essentially a relational contract conducted by superiors and subordinates based on long-term emotional connection under the rigid constraints of establishment.The cadre secondment based on relational contract improves the effectiveness of bureaucratic governance in three aspects:breaking the rigid constraints of establishment and redeploying cadre resources;reducing the principal-agent costs and transaction costs;and reconstructing the incentive mechanism to eliminate bureaucratic inertia.Examining the phenomenon of cadre secondment from the perspective of relational contract will help to fully understand the tension between legitimacy and effectiveness in the governance of large countries,deeply understand the super adaptability of bureaucratic system in the face of overload governance pressure,and the positive role of cadre secondment in China’s bureaucratic governance.
