摘  要:《把行政学研究提上日程是时候了》的发表,对公共行政学在中国的发展具有里程碑意义。夏书章教授的“呼吁”因应中国改革的需要,促成了中国公共行政学科的恢复与重建,并提出了解决时代问题的公共行政学路径。同时,该文坚持理论联系实际,尝试在事实描述、原理分析和话语建构中建设和发展社会主义行政学。纪念这篇具有学科宣言意义的文章发表40周年,我们应当充分汲取这篇文章的方法论意义,即在回应时代之问的进路中反思公共行政学知识生产的实践性和话语建构方式,并通过特殊性和普遍性的辩证叙事推动差异化、多层次的中国故事丰富和发展公共行政学的一般知识体系。The publication of “ It’s Time to Put Administration Research on the Agenda” is a milestone for the development of public administration in China.In response to the needs of China’ reform,Professor Xia Shuzhang’s paper of “appeal” led to the gradual recovery of China’s public administration discipline and proposed a public administration path to solve the problems of the times.At the same time,this paper insisted on integrating theory with practice,and tried to construct and develop socialist administration in factual description,principle analysis and discourse construction.In commemorating the 40th anniversary of this article,which is a manifesto for the discipline,we should fully draw on the methodological significance of this article,that is,to reflect on the practicality of knowledge production and the way of discourse construction in public administration in response to the questions of the times,and to enrich and develop the general knowledge system of public administration by promoting differentiated and multi-layered Chinese stories through a dialectical narrative of particularity and universality.
