现阶段实施乡村振兴战略的突出问题与建议——以洪江市沅河镇沅城村为例

摘　　要：乡村振兴战略是党的十九大提出的一项重大战略,是关系全面建设社会主义现代化国家的全局性、历史性任务。作为湖南省农业科学院派驻怀化市的脱贫攻坚和乡村振兴工作队队员,笔者结合工作实际指出现阶段乡村振兴战略实施过程中主要面临部分帮扶政策不延续、消费扶贫陷入困境、资金不足导致发展不均、任务不明确工作无抓手、农村“空心化”问题严峻等突出问题,从乡村振兴仍需坚持“精准”、乡村振兴关键在于“人才”2个方面提出了现阶段实施乡村振兴战略的建议。The rural revitalization strategy is a major strategy proposed by the 19th National Congress of the Communist Party of China,and it is an overall and historical task related to the comprehensive construction of a modern socialist country.As a member of the poverty alleviation and rural revitalization team assigned by Hunan Academy of Agricultural Sciences to Huaihua City,the authors point out some prominent problems in the implementation of the rural revitalization strategy at the present stage.They are the lack of continuity of some assistance policies,the difficulty of consumption-driven poverty alleviation,the uneven development caused by insufficient funds,the lack of the foothold in work caused by the unclear tasks,and the severe problem of rural "hollowing-out".Then the study suggests that rural revitalization still needs to adhere to "precision",and the key to rural revitalization lies in "talents" on implementing the rural revitalization strategy at the present stage.
