摘　　要：群众活动团队是城市社区治理的重要参与者。群众活动团队的参与,有助于优化社区治理的力量、弥补政府公共服务的不足和提高居民的归属感和共同体精神。群众活动团队参与社区治理的困境在于:主体方面,群众活动团队的结构还不太合理;过程方面,部分群众活动团队的利益诉求和社区的整体利益存在偏离;制度方面,群众活动团队参与社区治理的保障不力;文化方面,群众活动团队的参与精神难以为继。这就要求优化队伍结构,增强群众活动团队参与社区治理的主体力量;突出党建引领,把稳群众活动团队参与社区治理的方向;完善制度体系,增强群众活动团队参与社区治理的外在保障;发挥党员先锋模范作用,增强群众活动团队成员的志愿精神。只有这样,才能提高群众活动团队参与社区治理的成效,为打造共建共治共享的社区治理共同体贡献力量。Mass activity teams are important participants in urban community governance.The participation of mass activity teams will help optimize the power of community governance,make up for the lack of government public services and improve the sense of belonging and community spirit of residents.The dilemma of mass activity teams’participation in community governance lies in the following:the structure of mass activity teams is not reasonable in terms of subject;in terms of process,the interest demands of some mass activity teams deviate from the overall interests of the community;in terms of system,the guarantee for mass activity teams to participate in community governance is weak;in terms of culture,the participation spirit of mass activity teams is difficult to sustain.This requires optimizing the team structure and strengthening the main force of mass teams to participate in community governance;highlighting the guidance of Party building and stabilizing the direction of mass activity teams participating in community governance;improving the system and enhancing the external guarantee for mass activity teams to participate in community governance;giving play to the vanguard and exemplary role of Party members and enhancing the volunteerism of team members in mass activities.Only in this way can we improve the effectiveness of mass activity teams’participation in community governance and contribute to building a community governance community of co-construction,co-governance and co-sharing.
