第二个百年战略下理解绿色富强的三重向度

摘　　要：作为“第二个百年”新征程的核心主题,绿色富强是人民富裕、国家强盛、中国美丽之间的良性结合。它寻求财富分配与风险分配的协调,需要以持续的经济发展为基础要求增加民生福祉和国家公共开支的增长,但是又不能以生态破坏、环境恶化和牺牲后代人的生态福利为代价。因此,在经济高质量发展和资源环境集约利用的双重约束下,绿色富强的实现需要恰当的速度、过程与方式方法。对绿色富强的意蕴可以从三重向度来理解:从价值向度看,绿色富强兼容美丽和富强两种目标;从历史向度看,绿色富强兼具接续和跃迁两面属性;从实践向度看,绿色富强兼收嵌套和共进两套机制。绿色富强概念的提出,意味着需要从一个更宽广、更长远的视野来审视国家治理体系与治理能力现代化。As the core theme of the new journey of the"second century",green prosperity remains a sound combination of people's prosperity,national prosperity and China's beauty.It seeks the coordination between wealth distribution and risk distribution and needs to increase people's welfare and the growth of national public expenditure on the basis of sustained economic development.However,it cannot be at the expense of ecological destruction,environmental degradation and the sacrifice of the ecological welfare of future generations.Therefore,under the double constraints of high-quality economic development and intensive utilization of resources and environment,the realization of green prosperity requires appropriate speed,process and methods.The meaning of green prosperity can be understood from three dimensions:from the perspective of value,green prosperity is compatible with the two goals of beauty and prosperity;From the perspective of history,green prosperity and strength have both the attributes of continuity and transition;From the perspective of practice,the two mechanisms of"green,rich and strong"include"nesting"and"common progress".The concept of"green,rich and strong"means that we need to examine the modernization of national governance system and governance capacity in a broader and longer-term view of points.
