国际化视野下我国自然科学基金联合基金的管理实践与思考

摘　　要：我国国家自然科学基金委员会设立的联合基金的管理实践已有30余年,目前在流程管理理念以及管理各阶段权利和义务分配等方面尚存在待优化之处。为探索自然科学基金联合基金在新时期的管理理念创新路径,以国际上类似我国联合基金的管理模式为考察对象,如美国的工业/大学合作研究中心、澳大利亚的合作研究中心和奥地利的卓越技术能力中心等,总结出可资借鉴的管理经验:在组织架构上强调以公司化或者研究中心方式运作;在流程管理上强调制度创新,重视规范依据与沟通机制作用;在成果分享上强调科研与商业化并重。我国自然科学基金联合基金的管理在立足于本国国情的同时,可以借鉴他国有益制度推进树立精准化管理观念,以联合基金管理实施细则为抓手,进一步明确不同主体的权利、义务与责任,构建出符合我国联合基金管理属性的系统化规则。Joint Funds of National Natural Science Foundation of China has been running for more than 30 years,there are still some aspects to be optimized in terms of the process management ideas and distributions of rights and obligations at various management stages. In order to explore innovative management path in new period, this paper takes similar international joint funds, such as Industry-University Cooperative Research Centers in the United States,Current Cooperative Research Centers in Australia, and Competence Centers for Excellent Technologies in Austria,as objects of investigation to gain following management experiences: in terms of the organizational structure, these objects emphasize the operation of corporations or research centers;in the process management, they emphasize the process system innovation, the normative basis of management and the role of the communication mechanism;and both scientific research and commercialization are emphasized in sharing results. Based on its own national conditions,the management of the joint fund of the Natural Science Foundation of China can learn from the beneficial systems of other countries to promote the concept of precise management, further clarify the rights, obligations and responsibilities of different subjects by taking the implementation rules of joint fund management as the starting point, finally construct a systematic rule in line with the attributes of natural science foundation joint fund management in China.
