国内国际双循环新格局下新加坡、东京、开曼群岛发展离岸贸易的经验与借鉴

摘　　要：随着国际分工的深入发展和全球贸易量的不断扩大,离岸贸易逐渐发展成为国际贸易的新形式。国际贸易中心的内涵正在发生重要转变,发展重心向全球贸易营运和控制重心倾斜,信息流、资金流和专业服务流也逐渐取代物流,成为国际贸易中心发展的核心动力。因此,选取全球离岸贸易中心中的新加坡、东京、开曼群岛这三个典型代表进行案例分析,总结离岸贸易中心的功能和发展离岸贸易中心的关键因素,进而为我国发展离岸贸易、构建国内国际双循环提出对策建议。With the further development of international division and continuous expansion of global trade,offshore trade has gradually become a new trend in the development of international trade. The concept of international trade center is making an important change, which focuses on the global trade operation and control center. Instead of logistics, information, capital and professional services now have become the core power for the development of international trade center. Therefore, this paper analyses the typical cases of three global offshore trade centers,including Singapore,Tokyo and Cayman Islands and summarizes the function of offshore trade centers and the key factors to develop such centers. Based on the above analysis,this paper also puts forward some suggestions and countermeasures for developing offshore trade and establishing an international and domestic double cycle in China.
