摘　　要：数字化及相关技术不仅能提高群团组织公共服务的效率,也会推动治理模式升级。通过考察和分析S省残疾人联合会大数据平台的案例,提出大数据技术嵌入群团组织公共服务治理模式升级的“路径-体系-效能”分析框架。研究发现,大数据技术嵌入群团组织公共服务治理,在治理路径上实现了需求数字化、服务标准化、管理闭环化,在治理体系上实现了主体多元、关系联结、角色调整,在服务效能上实现了决策更加科学、供给更加高效、服务更加精准、合作更加开放。Digitization and related technologies can not only improve the efficiency of public services provided by mass organizations,but also promote the upgrading of governance models.By investigating the big data platform of the Disabled Persons'Federation in Sprovince,this paper proposes an analysis framework of“path-system-efficiency”,in which big data technology is embedded in the public service governance upgrading model of mass organizations.It found that public service governance of mass organizations embedded by big data technology,on the governance path,it realizes demand digitization,service standardization,and closed-loop management;in the governance system,it realizes the pluralism of subjects,the connection of relationships,and the adjustment of roles;in terms of service efficiency,it has achieved more scientific decision-making,more efficient supply,more accurate service,and more open cooperation.
