摘　　要：我国是无居民海岛休闲体育旅游大国,构建无居民海岛休闲体育旅游公共服务保障体系,对推动无居民海岛休闲体育旅游高质量发展具有重要的作用。采用文献、实地调查、综合分析等研究方法,对我国无居民海岛休闲体育旅游公共服务保障体系构建进行了研究。研究认为,影响我国无居民海岛休闲体育旅游公共服务体系构建的问题是地方政策制定不够完善、基础设施不配套、资金投入和宣传力度不足、缺少有效的管理机制、公共服务供给主体单一和有效供给不足。为了加快我国无居民海岛休闲体育旅游公共服务保障体系构建的有效性,首先从无居民海岛休闲体育旅游公共服务保障体系构建的生成机制入手,探索无居民海岛休闲体育旅游公共服务保障体系构建的驱动模式,然后以公共信息服务、公共安全服务、交通便捷公共服务、惠民便民公共服务为主题,构建出无居民海岛休闲体育旅游公共服务保障体系的框架,最后结合框架中各利益主体相互牵制的关系,提出保障体系构建的策略。China is a big country for leisure sports tourism in uninhabited islands. The construction of public service guarantee system for leisure sports tourism in uninhabited islands plays an important role in promoting the high-quality development of the tourism. By means of literature review, field investigation and comprehensive analysis, this paper studies the construction of public service guarantee system for leisure sports tourism in uninhabited islands in China. It is concluded that the problems affecting the construction of the system are incomplete local policy formulation, incomplete infrastructure, insufficient capital investment and publicity, lack of effective management mechanism, single public service supplier and insufficient effective supply. In order to accelerate the effectiveness of the construction of the system, firstly, we can start from the formation mechanism to explore the driving mode of the system construction, and then construct the framework with the theme of public information service, public security service, convenient public service, and public service for the benefit of the people;finally, the strategy of guarantee system construction is proposed based on the mutual restraint relationship among various interest subjects in the framework.
