摘　　要：治理精细化背景下,中西部农村基层呈现出“嵌入型政权”的样态。不同于税改后的悬浮化以及项目下乡的内卷化样态,“嵌入型政权”表现为基层政权的重心下沉、组织嵌入与权威嵌入。基层政权的这一新实践,是基于“行政激活自治”的运作机制,即行政力量通过事件输入的利益关联、干部下沉的过程监督、组织再造的动员结构,在激活自治动力、促成自治行动和塑造自治能力的基础上,实现了政权下沉。基层政权这一自主调适的关键路径在于找回自治,其实现可能性在于践行自治的群众路线。因此,基层政权悬浮化困境并非内生于“乡政村治”体制,困境化解也不在于去行政化的纯粹自治,而是行政与自治的有效结合。Under the background of refined governance,the rural grassroots political power in central and western China presents a state of“embedded political power”.Different from the floating state after the tax reform and the inward state of the project sent to the countryside,the“embedded political power”is manifested by the sinking of the center of gravity,organizational embeddedness and authority embeddedness of the grassroots political power.This new practice of grassroots political power is based on the operation mechanism of“administration-activated autonomy”,that is,through the interest relation of event input,the process supervision of cadre sinking,the mobilization structure of organization reconstruction,on the basis of activating the autonomous power,promoting the autonomous action and shaping the autonomous ability,the political power sinks.The key path of self-adjustment of the grassroots political power is to recover the autonomy,and the possibility lies in practicing the mass line of autonomy.Therefore,the dilemma of the suspension of grassroots political power is not inherent in the system of“village politics and village governance”,and the solution of the dilemma is not the pure autonomy of de-administration,but the effective combination of administration and autonomy.
