摘　　要：突发性公共卫生事件基本都有比较严重的社会性和突发性,并且导致的危害也比较严重,造成的损失也较大。突发公共卫生事件对基层公共卫生体系需要承担的具体责任和应急处理的整体能力都有非常高的要求。尤其是现阶段基层人员的频繁流动和新型传染病持续增加的整体环境里,假如基层公共卫生相关机构不能尽快地反应,并作出有效的措施予以处理,就会导致疫情的快速扩散,从而严重威胁本地区的整体经济水平和社会的稳定。就现阶段的基层卫生体系面对突发性的公共卫生事件还不能有成熟且迅速的处理方法,所以应该提升基层公共卫生体系的整体处置能力。Sudden public health events are basically of a relatively serious social nature and suddenness,and the harm caused is also relatively serious,and the loss is also relatively large.Sudden public health events have very high requirements on the specific responsibilities and the overall ability of emergency treatment of the grass-roots public health system Especially in the overall environment of the frequent flow of grassroots personnel and the continuous increase of new infectious diseases at this stage.If the grass-roots public health agencies cannot respond as soon as possible and take effective measures to deal with them,it will lead to the rapid spread of the epidemic,which will seriously threaten the overall economic level and social stability of the region.As far as the current grassroots health system is concerned,there is still no mature and rapid way to deal with sudden public health incidents,so the overall capacity of the grassroots public health system should be improved.
