摘 要:我国于2016年开始试行长期护理保险制度,筹资机制是长期护理保险运行的基础。本文将两批29个试点城市纳入研究范围,基于政策分析和实践经验,比较各试点城市长期护理保险的发展变化,认为应扩大参保覆盖面,将城乡居民纳入参保范围;形成独立于社会医疗保险的多元筹资渠道,合理划分各方责任;统一实行按比例筹资,建立以待遇为基础的筹资标准;建立短期稳定、中长期动态的费率调整机制;加大宣传力度并鼓励积极参保。China started the pilot of long-term care insurance system in 2016,and the financing mechanism is the basis for the operation of long-term care insurance.This paper included two batches of 29 pilot cities into analysis.Based on policy document analysis and practical experience,the development and changes of long-term care insurance in each pilot city were compared.It is believed that the coverage of insurance should be expanded,and both urban and rural residents should be included in the scope of insurance.It is suggested to diversify financing channels,and reasonably divide the responsibilities of all parties.We recommended to implement a unified proportional financing mechanism and establish a treatment-based financing standards.We advocated to establish a short-term stable,medium-and long-term dynamic rate adjustment mechanism.It is necessary to increase publicity and encourage participation.
