摘　　要：农业税制度与我国农村基层治理格局有着密切联系,《中华人民共和国农业税条例》的废止,对乡镇政府的体制改革、村“两委”的职权划分、村民自治制度的运行方式等都产生了深远影响。“后农业税时代”农村基层治理主要呈现出乡镇政府行政管理权与村民自治权之间边界不清、村“两委”干部交叉任职与组织形式混同、村民自治机制运行实效不佳等方面的问题。“多中心治理”理论所内含的自发秩序和契约机制,与民主化和法治化的农村基层治理目标相契合。多元参与和协商共治是优化我国未来农村基层治理格局的基本原则。理性反思农村基层自治的制度逻辑、构建农村基层治理主体间的良性互动关系、夯实农村财政收入基础,是实现农村基层治理现代化转型的重要举措。The agricultural tax system is closely related to the rural grass-roots governance structure in my country. The abolition of Regulations of the People’s Republic of China on Agricultural Tax has had a profound impact on the system reform of township governments, the division of powers between the “two committees” of villages, and the operation of the villager autonomy system. The rural grassroots governance in the “post agricultural tax era” mainly presents such problems as the unclear boundary between the administrative power of the township government and the villagers’ autonomy, the cross appointment of the cadres of the village “two committees” and the mixed organizational form, and the poor operation effect of the villagers’ autonomy mechanism. The spontaneous order and contract mechanism contained in the theory of “multi-center governance” are consistent with the goal of democratization and legalization of rural grass-roots governance. Multi-participation and co-governance through consultation are the basic principles for optimizing the future rural grass-roots governance pattern in China. Rational reflection on the system logic of rural grass-roots autonomy, construction of benign interaction between rural grass-roots governance subjects, and consolidation of rural fiscal revenue are important measures to realize the modernization and transformation of rural grass-roots governance.
