摘  要:韧性城市理念为城市防灾减灾及城市可持续发展提供了新的研究视角与建设范式,韧性城市理念下的海绵城市建设是提升城市洪涝风险应对、城市水生态修复、城市水资源储蓄能力的关键路径和主要手段。为科学合理评价海绵城市韧性建设的水平与成效,以城市韧性过程为核心,从海绵城市灾害防御、灾害吸收和系统适应3大属性出发,构建韧性城市理念下海绵城市韧性评价指标体系,结合逼近理想解排序法(TOPSIS)建立海绵城市韧性评价模型,并以芜湖市海绵城市建设相关数据为例,利用此模型测度其海绵城市韧性水平,并分析当前海绵城市建设中海绵基础设施发挥韧性治理的作用,为我国海绵城市韧性评价提供参考。The concept of resilient city provides a new research perspective and construction paradigm for urban disaster prevention and mitigation and urban sustainable development.Sponge city construction under the concept of resilient city is the key path and main means to improve urban flood risk response,urban water ecological restoration and urban water resources saving capacity.In order to scientifically and reasonably evaluate the level and effectiveness of the construction of sponge city resilience,taking the process of urban resilience as the core,starting from the three attributes of urban resilience:resistance,recovery capability and adaptive capacity,this paper constructed the evaluation index system of sponge city resilience under the concept of resilient city,the resistance evaluation model of sponge city was established combined with TOPSIS.And based on the data of the construction of sponge city in Wuhu,the resistance evaluation model is used to measure urban resilience level,then we could find the role of sponge infrastructure in the construction of sponge city and provide suggestions for the resilience evaluation of sponge city in China.
