地方政府疫情防控行为如何影响居民获得感?——基于公众满意度的实证调查

摘　　要：作为衡量地方发展治理效能的重要标尺,获得感是指居民物质和精神层面的客观获得而产生的满足感。本文基于多元线性回归模型,考察在新冠疫情防控过程中应急预防、应急管控、应急恢复对居民获得感的影响。实证研究结果表明,应急预防、应急管控和应急恢复行为对居民获得感有正向影响。其中,应急恢复行为中的社会秩序以及应急管控中的公共服务和社会参与对居民获得感影响更为显著。因此,在新冠疫情防控这一大背景下,地方政府要在应急恢复中扮演引领者、整合者和行动者的积极角色,具体来看,要建构整体且立体化的应急预防体系,提升应急公共服务数字化协同能力,高效推进社会力量的应急参与和常态化的应急处理,有效提升居民的安全感、尊严感和满足感。As an important yardstick to measure the efficiency of local development and governance,the sense of gain refers to the sense of satisfaction generated by the objective acquisition of residents’material and spiritual levels.Based on the multiple linear regression model,this paper examines the impact of emergency prevention,emergency control and emergency recovery on Residents’sense of gain in the process of COVID-19 prevention and control.The empirical results show that emergency prevention,emergency control and emergency recovery have a positive impact on Residents’sense of access.Among them,social order in emergency recovery behavior and public services and social participation in emergency management and control have a more significant impact on Residents’sense of access.Therefore,in the context of COVID-19 prevention and control,local governments should play an active role as leaders,integrators and activists in emergency recovery.We will build an integrated and three-dimensional emergency prevention system,improve the digital coordination ability of emergency public services,effectively promote the emergency participation of social forces and normalized emergency handling,and effectively enhance the sense of security,dignity and satisfaction of residents.
