摘  要:运用DEA-Malmquist指数模型对河北省各地级市2015-2019年的科技资源配置效率进行测度和评价。研究发现:从静态评价结果来看,河北省各地级市的科技资源配置效率整体介于0.6-1之间,具有较大差异;从动态评价结果来看,河北省各年度的配置效率均值为11.9%,呈增长趋势;各地区间的配置效率分布不均等。整体而言,河北省科技资源配置效率的增长主要归因于技术进步,但仍有较大发展空间,纯技术效率和规模效率的贡献作用有限,需进一步加强。This paper uses DEA-Malmquist index model to measure and evaluate the allocation efficiency of science and technology resources of prefecture-level cities in Hebei Province from 2015 to 2019. The study finds that: from the static evaluation results, the allocation efficiency of science and technology resources of prefecture-level cities in Hebei Province is between 0.6-1 on the whole, with great differences. From the dynamic evaluation results, the average annual allocation efficiency of Hebei Province is 11.9%, showing an increasing trend. On the whole, the growth of scientific and technological resource allocation efficiency in Hebei Province is mainly attributed to technological progress, but there is still a large space for development, and the contribution of pure technical efficiency and scale efficiency is limited, so it needs to be further strengthened.
