国际安全合作机制与中国边疆民族地区文化安全研究

摘　　要：国际格局的变化是中国参与国际安全机制的重要原因。冷战结束后,中国面临着诸如意识形态、宗教文化、政治制度等非传统安全威胁日渐突出。其中,中国边疆民族地区的文化安全形势尤为严峻。这与中国的崛起、国际格局的变化、西方大国的战略调整呈正相关关系。为维护中国边疆民族地区的文化安全,需坚守以联合国为中心的国际安全合作以遏制美国的“单边主义”;需拓宽上海合作组织的功能,维护中国西北边疆民族地区的文化安全;需参与以东盟为中心的国际安全合作机制,有助于实现中国南方边疆民族地区的文化安全;需建构单一功能的双边或多边国际安全合作机制,以维护中国边疆民族地区文化安全。The changing global situation is an important reason for China’s participation in international security mechanisms.Since the end of the Cold War,China has been facing non-traditional security threats in terms of ideology,religion,culture and political systems,and the cultural security in minority frontier areas of China is particularly serious.This is positively related to the rise of China,the changes of global situation and the strategic adjustments of Western powers.In order to ensure the cultural security of minority frontier areas in China,measures should be taken as follows:to adhere to international security cooperation centering on the United Nations to curb the“unilateralism”of the United States;to broaden the functions of the Shanghai Cooperation Organization to maintain the cultural security of minority frontier areas in Northwest China;to participate in international security cooperation mechanism centering on the ASEAN to realizethe cultural security of minority frontier areas in South China;to construct a single-function bilateral or multilateral international security cooperation mechanism to achieve the cultural security in minority frontier areas of China.
