摘　　要：电力现货市场作为促进消纳新能源的重要保障,对其实施监测有利于维持电力健康有序的发展,实现对新能源的最优调度。浙江电力现货市场目前处于结算试运行阶段,相对于远期成熟的现货市场,其市场管理和市场监测方面会有所区别,针对浙江电力现货市场结算试运行方案及试运行情况,运用产业组织分析理论(SCP理论)详细梳理了试运行期间产生的市场一次监测数据,在此基础上,结合电力市场建设要求和电力市场对监管的要求,制定了适用于浙江现货结算试运行阶段的市场监测指标体系,并采用基于极差最大化AHP-CRITIC组合赋权法对各项监测指标进行组合赋权和案例分析,评价结果可以有效综合专家主观因素和市场客观因素。As an essential guarantee to promote the consumption of renewable energy,the monitoring of the power spot market is conducive to maintaining the healthy and orderly development of power to implement the optimal dispatching of renewable energy.Zhejiang electric power spot market is currently in the settlement and trial operation stage.Compared with the forward mature spot market,its market management and monitoring will be different.According to the settlement trial operation scheme and trial operation of the Zhejiang power spot market,this paper combed the market primary monitoring data generated during the trial operation in detail by using the industrial organization analysis theory(SCP Theory).On this basis,combined with the construction requirements of the power market and the regulatory requirements of the power market,a market monitoring index system suitable for the trial operation stage of spot settlement in Zhejiang was formulated.The combined weighting method based on range maximization AHP-CRITIC was used for the combined weighting and case analysis of various monitoring indexes.The evaluation results can effectively integrate the subjective factors of experts and the objective factors of the market,highlighting the key regulatory contents of the Zhejiang spot market.
