闽江流域生态系统服务价值实现的模式与机制

摘　　要：流域生态系统服务价值的实现对于流域生态系统保护及可持续性发展具有重要意义。文章梳理生态系统服务价值实现存在的认知、市场、技术与体制障碍,并基于此提出闽江流域生态系统服务价值实现的市场路径、政府路径、市场—政府协同路径,以及市场交易、绿色金融、法律保障、分类运行机制。希望能够为推进闽江流域生态系统服务价值实现,协同流域内各区域生态保护与经济发展,促进民众共享生态福祉提供政策参考。The realization of watershed ecosystem service value is of great significance to the protection and sustainable development of watershed ecosystems.This paper sorts out the cognitive,market,technical and institutional barriers to the realization of ecosystem service value,and based on this,proposes the market path,government path,market-government coordination path to the realization of ecosystem service value in the Minjiang River Basin,as well as the mechanisms for market transactions,green finance,legal guarantee,and classified operation.It is hoped that it can provide policy references for promoting the realization of ecosystem service value in the Minjiang River Basin,coordinating the ecological protection and economic development of the regions in the basin,and promoting the sharing of ecological benefit among the people.
