创新驱动下我国高新技术产业出口贸易效率研究--基于DEA-Malmquist指数的数据分析

摘　　要：基于研发创新投入视角,利用2012—2020年中国高新技术产业省域数据,运用DEA-BCC模型和Malmquist指数方法,对9年间研发创新驱动中国高新技术产业出口贸易效率进行研究。结果显示:研发创新是提高出口贸易的重要因素,我国东、中、西部地区高新技术产业研发创新效率以及产品出口贸易阶段效率差异显著;三大地区部分省市存在规模无效率的情况;高新技术产业产品出口贸易阶段的综合效率较低以及全要素生产率波动较大。对此,提出应发挥地区优势,针对地区特点制定方案,采取激励或约束等措施引导企业实现规模经济,并建立完善相关法律法规,以促进高新技术产业出口贸易的高质量和稳态发展。Based on the perspective of investment in R&D innovation,this paper studies the export trade efficiency of China’s high-tech industries driven by R&D innovation in the past nine years by using the provincial data of China’s high-tech industries from 2012 to 2020,as well as DEA-BCC model and Malmquist Index method.The findings of the results are shown as follows.Firstly,R&D innovation is an important factor to improve export trade.There are significant differences in the efficiency of R&D innovation of high-tech industries and the efficiency of product export trade in eastern,central and western regions of China.Secondly,some provinces and cities in the three regions have scale inefficiency.Lastly,the comprehensive efficiency is low and the total factor productivity fluctuates greatly in the export trade stage of high-tech industrial products.Generally speaking,in this regard,it is proposed that in order to promote the high-quality and steady development of export trade concerning high-tech industries,we should give full play to regional advantages,formulate plans according to regional characteristics,take incentives or constraints and other measures to guide enterprises to realize scale economy,establish and improve relevant laws and regulations.
