摘　　要：中国共产党海权思想的形成和发展有着深厚的理论渊源,复杂的历史根据,还有着鲜活的现实指向,因而对其理解要从理论、历史和现实的维度来把握。从理论维度看,它以马克思主义海权思想为理论支撑,继承和发展了中华优秀传统文化和海洋文化,同时批判地吸收了西方海权思想一些合理的元素;从历史维度看,它以中华民族海上辉煌历史为经验加以继承发展,以近代海上百年国耻为历史教训加以吸取;从现实维度看,它以时代主题和国情特征为基本依据,积极回应百年历史不同发展阶段的现实之需,关怀了中国革命、建设和改革不同历史时期的价值追求。三个维度相互联系、相互作用,共同成为深刻理解、准确把握中国共产党海权思想的基础和关键。The formation and development of the ideological concepts of maritime power of the Communist Party of China is rich in connotation, complex in historic basis, and dynamic in practical direction. Therefore, the three dimensions-the theoretical, historical and practical perspectives provide a better understanding of it. From the theoretical dimension,it takes Marxist maritime power thought as its theoretical support, inherits and develops the excellent Chinese traditional culture and maritime culture, and at the same time critically absorbs some reasonable elements of Western maritime power thought;from the historical dimension, it takes the glorious history of the Chinese nation at sea as its experience to inherit and develop, and at the same time takes the hundred years of national shame at sea in modern times as its historical lessons to learn;from the realistic dimension, it takes the theme of the times and the characteristics of our country as the basis,actively responds to the needs of the reality at different stages of development in the history of the century, and cares for the pursuit of values in different historical periods of China’s revolution, construction and reform. The interrelations and interactions of the three dimensions turn them into the basis and key to deeply understand and accurately grasp the Party’s ideological concepts of maritime power in this century.
