摘 要:目的:实现门诊就诊过程中“无卡化”,全面优化就诊流程,提高患者就医体验。方法:应用集成人脸识别技术的医保业务综合服务终端对接改造医院信息系统(HIS),结合医保电子凭证、医保移动支付系统,将医保业务综合服务终端部署于医院窗口、服务台、门诊诊间等,通过专网实现与医保结算中心相关系统的交互。同时结合院内电子就诊卡,使非参保患者也能享受门诊刷脸就医全流程的便捷服务。结果:我院部分门诊科室、医技科室、门诊收费窗口、取药窗口已率先完成医保业务综合服务终端部署,实现了门诊就医过程中的身份识别、支付结算(含医保)、检验检查、取药等刷脸应用。结论:该模式符合国家及地方医保部门相关政策要求,能有效提高医院的实名就诊率,可为医疗机构应用人脸识别技术提供参考。Objective To realize "card-free" in outpatient service, comprehensively optimize the doctor-visiting process, and improve patients’ experience. Methods The integrated service terminal of medical insurance business with face recognition technology was used to dock and reform the hospital information system(HIS). Combined with electronic voucher of medical insurance and mobile payment system of medical insurance, the integrated service terminal of medical insurance business was deployed at the hospital window, service counter and outpatient service,etc. The terminal can interact with related system of medical insurance settlement center through a private network.At the same time, combined with the in-hospital e-visit card, non-insured patients can also enjoy the convenient medical services in the whole process of face recognition for doctor visiting at the outpatient. Results Some outpatient departments, medical technology departments, outpatient charging windows and medicine collection windows of Fujian Medical University Union Hospital have been the first to complete the pilot deployment of integrated service terminals for medical insurance business, realizing the face recognition applications such as identity identification, payment and settlement(including medical insurance), test and examination and medicine collection in the outpatient service process.Conclusion This model conforms to the relevant policy requirements of national and local medical insurance departments, and can effectively improve the rate of real-name visits to hospitals, and provide a reference for the application of face recognition technology in medical institutions.
