摘　　要：关于民主的讨论具有一定的历史和时代背景。民主问题一直都是以美国为首的北约帝国主义国家反共宣传攻势的核心。帝国主义在民主的宣传上采取了两种方式:一是将西方民主绝对化为唯一的民主;二是歪曲社会主义民主的发展形式。中国发展了社会主义民主,中国人民积极自觉参与社会不同层面的领导和管理。向西方国家介绍中国社会主义民主发展的历史和成就,必将成为反对“新冷战”的有效武器。Discussions on democracy have a certain historical and epochal background.Democracy has always been the core of the US-led anti-Communist propaganda campaign by NATO imperialist countries.Imperialism has adopted two methods in democracy propaganda:one is to make Western democracy the only democracy;the other is to distort forms of development of socialist democracy.China has developed socialist democracy,and the Chinese people actively and consciously participate in leadership and management at different levels of society.Introducing the history and achievements of China’s socialist democratic development to Western countries will surely become an effective weapon against the“New Cold War”.
