摘 要:目的分析卫生健康项目绩效目标管理情况,提出改进策略.方法基于卫生健康项目绩效目标管理评价体系,以2019-2020年天津市870个市级卫生健康项目为样本,对绩效目标管理情况进行分析.结果工程基建项目绩效目标管理得分为(86.83±9.05)分,学科建设项目绩效目标管理得分为(86.17±9.18)分.不同类别项目间绩效目标管理得分差异有统计学意义(P<0.05);2020年项目绩效目标管理得分[(86.59±8.34)分]显著高于2019年[(78.27±8.66)分],经常性项目绩效目标管理得分[(89.10±7.98)分]显著高于一次性项目[(85.40±9.17)分],疫情防控项目绩效目标管理得分[(88.85±8.94)分]显著高于非疫情防控项目[(86.03±9.17)分](均P<0.01).结论工程基建项目和学科建设项目绩效目标管理水平较高,2020年项目绩效目标管理水平较2019年有所提高,经常性项目绩效目标管理水平优于一次性项目,疫情防控项目绩效目标管理水平优于非疫情防控项目.建议针对不同类别项目,制定个性化绩效目标管理策略,提高卫生健康项目资金使用效益.Objective To analyze the performance target management of health projects and propose improvement strategies.Methods Based on the performance target management evaluation system of health projects,870 municipal health projects in Tianjin from 2019 to 2020 were used as samples to analyze the performance target management situation. Results The score of performance target management of engineering infrastructure projects was(86.83±9.05)points,and the score of performance target management of discipline construction projects was(86.17±9.18)points. There was a statistically significant difference in performance target management scores among different categories of projects(P<0.05). The score of project performance target management in2020 [(86.59 ±8.34)points] was significantly higher than that in 2019 [(78.27 ±8.66)points],the score of performance target management of recurring projects[(89.10±7.98)points] was significantly higher than that of one-time projects[(85.40±9.17) points],and the score of performance target management of epidemic prevention and control projects[(88.85±8.94)points] was significantly higher than that of non-epidemic prevention and control projects[(86.03±9.17)points](all P<0.01). Conclusion The performance target management level of engineering infrastructure projects and discipline construction projects is relatively high,the performance target management level of projects in 2020 is higher than that in 2019,the performance target management level of recurring projects is better than that of one-time projects,and the performance target management level of epidemic prevention and control projects is better than that of non-epidemic prevention and control projects. It is recommended that individualized performance target management strategies should be formulated according to different types of projects,so as to improve the efficiency of health project funding.
