基于市场化工程造价形成机制的消耗量定额应用研究

摘　　要：分析消耗量定额的本质及作用,研究消耗量定额在工程计价中应用的现状及存在问题,分析产生问题的原因,研究在市场化的工程造价形成机制下,改进消耗量定额应用的方法。其具体包括:优化定额应用模式,赋予咨询方核心地位,促进正确使用和完善定额;以全面质量管理思维,通过“人”“法”“环”三方面共同作用提高造价成果质量,引导消耗量定额自身完善和社会合理应用;以市场决定价格机制为导向,优化编制招标控制价的方法,由招标方自行选择是否以消耗量定额作为依据和采取两步骤编制方法。Analyze the essence and function of Quantity of Consumption Norm and Standard, study its application status and existing problems in Construction Pricing or Estimating, analyze the cause of the problem.Under the market-oriented project cost formation mechanism, study and improve the application method of Quantity of Consumption Norm and Standard.Specifically include: optimize application mode of Quantity of Consumption Norm and Standard, give the enterprise of construction cost consultancy a core position, promote the correct use and improvement of Quantity of Consumption Norm and Standard;thinking of total quality management, improve the quality of Cost Documents through the joint action of "man" 、 "method" and "environment",guide the self-improvement and social rational application of Quantity of Consumption Norm and Standard;guided by the market determined price mechanism, optimizing the method of preparation of tender sum limit.The tenderee shall choose whether to take the quantity of consumption norm and standard as the basis and take a two-step approach.
