摘 要:基于2006-2016年中国283个城市数据,以2010年以来推行的低碳城市试点政策为准自然实验,从理论和实证两个角度分析和检验了低碳城市试点政策影响绿色技术创新的理论机理与实际效果。研究表明:低碳城市试点政策提升了城市绿色技术创新水平,其对绿色技术创新质量的提升作用大于对绿色创新数量的作用;试点政策对行政等级高的城市、非资源型城市绿色技术创新的诱发作用更为明显。机制分析结果显示,政府干预对绿色创新质量的驱动力远大于对绿色创新数量的影响,而公众参与对绿色创新数量和质量的驱动作用基本相当;试点政策对绿色创新水平的影响机制在不同类型的城市存在异质性。Based on the data of 283 cities in China from 2006 to 2016 and taking the pilot policy of low carbon cities implemented since 2010 as the quasi-natural experiment, the present paper analyzes the theoretical mechanism and tests the practical effect of the pilot policy of low carbon cities on green technology innovation theoretically and empirically. The results show that the pilot policy has promoted the level of green technology innovation, which is more apparent in quality than quantity. Moreover, the pilot policy has a more obvious induced effect on green technology innovation in the higher-administrative-level and non-resourcebased cities. The mechanism analysis finds that the government intervention has a far greater driving impact on the quality than quantity of green technology innovation, while public participation has equal influence on the both. It can be concluded that the influencing mechanism of the pilot policy on green technology innovation is heterogenous in different cities.
