地形视域下财政涉农资金整合绩效评价及其影响因素分析——基于河南省栾川县和民权县的重点研究

摘　　要：借助河南省37个试点县的调研和统计数据,在利用DEA二次相对效益模型对财政涉农资金整合绩效评价的基础上,对比不同地形县整合效果,选取不同地形中效益较好的栾川县和民权县进行灰色关联分析,结果表明:平原地区试点县的整合综合效率整体上优于山区县,而不同地形县中栾川县与民权县整合综合效率都处于较高水平;两县在2018年的整合资金使用效率比2017年都有所提高;栾川县财政涉农资金整合提升效率优于民权县;设施农业占地面积和第一产业从业人数对两县影响程度居于前两位,但对两县的影响次序相反;两县的关联系数都在0.6以上,但栾川县的关联度基本上都要大于民权县。In order to evaluate the integration effect of Fiscal Agriculture related funds in counties with different terrain under regional barriers,this paper compares the integration effect of different counties based on the investigation and statistical data of 37pilot counties in Henan Province and the performance evaluation of Fiscal Agriculture related funds integration by using DEA quadratic relative benefit model,Luanchuan county and Minquan county with better benefits in different terrain are selected for grey correlation analysis.The results show that the comprehensive integration efficiency of pilot counties in plain areas is better than that in mountainous areas,while the comprehensive integration efficiency of Luanchuan county and Minquan county is at a high level in different terrain counties;The use efficiency of the integrated funds of the two counties in 2018was higher than that in 2017;Luanchuan county’s efficiency of financial integration and promotion of agriculture related funds is better than that of Minquan county;The area of facility agriculture and the number of employees in the primary industry rank first in the two counties,but the order of impact on the two counties is opposite;The correlation coefficient of the two counties is more than 0.6,but the correlation degree of Luanchuan county is basically greater than that of Minquan county.The research conclusion has important enlightenment for carrying out the integration of Fiscal Agriculture related funds according to local conditions in the next“14th five year plan”period and giving full play to the maximum performance of Fiscal Agriculture related fund integration policy.
