摘　　要：目的落实国家胰岛素专项集中带量采购政策,促进胰岛素制剂的规范化、科学化管理,提高糖尿病患者对胰岛素用药的可及性。方法分析胰岛素专项集中带量采购的历史背景,总结前5批药品集中带量采购工作的经验,根据胰岛素制剂的种类,集中带量采购的特点,形成胰岛素专项集中带量采购共识。结果国家医疗保障局自2019年“4+7”城市药品集中带量采购试点开始以来,已开展了5批药品集中带量采购,在第6批组织了胰岛素专项集中带量采购。与前5批药品集中带量采购相比,对胰岛素专项集中带量采购在健全组织体系、科学报量、药品目录优化、采购供应与保障、任务量分配、胰岛素转换管理、质量与不良反应监测管理、合理使用宣传工作、临床综合评价等方面提出了指导建议,形成了共识。结论制订科学、规范的胰岛素专项集中带量采购体系与措施,为胰岛素专项集中带量采购工作的开展提供了可靠依据。Objective To implement the national centralized drug-procurement(NCDP)policy(special program for insulin),to promote the standardized and scientific management of insulin preparations,and to improve the accessibility of insulin for patients with diabetes mellitus.Methods The historical background of NCDP program for insulin was analyzed,the experience of the first five batches of NCDP was summarized,and an expert consensus on the NCDP program for insulin was formed according to the types of insulin preparations and the characteristics of NCDP.Results Since the beginning of the"4+7"pilot cities of NCDP policy in 2019,the National Healthcare Security Administration had carried out five batches of NCDP,and organized the NCDP program for insulin in the sixth batch.Compared with the the first five batches of NCDP,the NCDP program for insulin had put forward the guiding suggestions and formed the consensuses on the improvement of organizational system,scientific reporting of purchase quantity,optimization of drug catalogs,procurement supply and guarantee,task allocation,management of insulin adjustment,management of quality and adverse drug reaction monitoring,publicity of rational drug use,clinical comprehensive evaluation and so on.Conclusion The formulation of scientific and standardized system and measures of NCDP program for insulin provids a reliable basis for its development.
